Google+ Actions on Google Developers Community: g.co/actionsdev

Wayne Piekarski (google.com/+WaynePiekarski) introduces the Google Assistant, and how to develop your own Conversation Actions to be a part of this new ecosystem. Using the Actions SDK, developers can directly parse requests and construct responses that adhere to the Conversation API. Tools such as API.AI make this developer experience even easier, using a graphical user interface to define the conversation. This video gives a simple overview of the concepts and steps needed for a developer to get started building their own Conversations Actions.

Will this ONLY work with the Google Home unit, or can I write apps that can work with the Google Assistant on my devices as well?

I believe it runs on the Google Assistant platform therefore would run on any devices running the Google Assistant i.e Pixel and Google Home and other Andriod devices that Google Assistant is coming to soon

To YT automatic subtitles: "canned tomatoes" are not "cancer matos"(Matos cancer? Matos seems to be the name of a cancer researcher?) ! at 2:10. It seems the language model made a boo-boo. Probably Google collected "cancer matos" from spam web pages with automatically generated gibberish text
