So a data frame is sort of like a multidimensional array in C++ for example?

A data frame is like a matrix. However, it differs from a matrix in that each column may have a different data type. A matrix in R can only have one data type while data frames can have multiple data types. Not to get confused with syntax but an array in R is actually a multi-dimensional matrix, a matrix with layers.
